The guarantor of All Peoples Congress, North America Branch secretariat has been listed as bad debtor by one of America’s credit bureau very recently for failing to honour its rent obligation to the Landlord of the Bank America Building on New Hampshire Avenue in Maryland which portion of the building the party has been occupying for the past years as part of its overseas office.

Hon. Ibrahim Bundu, who on behalf of the party rented the building is been bombarded almost everyday with letters from Credit Bureau for the sum of Eight Thousand Dollars, being money due the Landlord and manager of the building.

In addition to the $8,000,000, the Credit Bureau is also requesting from Hon. Ibrahim Bundu service charges and other fees as a result of the party’s non-compliance to pay its rent.

As we go to press, this media reliably learnt that the landlord has already evicted APC from the building and is using every available mechanism to get its money. Unfortunately, both Hon. Ibrahim Bundu and other members of the executive are in Freetown. When this medium contacted the Chairman of the North America Branch, Hon. Raymond Kabia, deputy Minister Internal Affairs, he admitted saying that it is true that they have been evicted, but could not explain when payment would be made. Hon. Ibrahim Bundu, who is now a worried man because of the negative impact it would have on his credit facility in America, said he doesn’t know what to do at this moment. “I stood on behalf of the party to give us status overseas, but this is how I have been rewarded” He remarked, and screamed “Oh my credit!”

Mr. Bash Kamara, deputy Minister of the Ministry of Energy and Power is not even thinking of honouring the party financial obligation as he is now comfortable with his ministerial assignment that has set him free from the menial job he was doing in the United States.

It would be recalled that the APC, North America Branch raised a lot of money during the electioneering campaign but refused to honour its debt obligation

She maintains no business centre, certificate or office where she runs her business as a contractor or business woman, but that doesn’t stop her from getting a $149,000 contract for transformer spare parts for the energy sector at the National Power Authority.

Instructions for the award of this contract reportedly come from State House to the Ministry of Finance, and documentations at the office of the deputy Financial Secretary’s office is almost complete for the payment of 30% to Franzine Trading Enterprise at Bathurst Street in Freetown.

This outfit is the front used by Ramatu Kamara, owned by Mr. Greenwood, a former classmate at the Institute of Public Administration.

Mr. Greenwood, with office at Bathurst Street whose company is being used for the contract confirmed to this press that he knew Ramatu Kamara “We were classmate and friends” Said Greenwood, and went on, Franzine is the company, but is owned by me and the nature of the contract, he explained is to supply spare parts for the transformers to which we are expecting a 30% payment to be made this week.

Finance sources say, payment would this week. On the issue of violation of the procurement Act in the award of the contract, Mr. Greenwood claimed that he was invited to a tender board but would not state the date and time the board convened a meeting of that nature, nor was he able to explain when the contract was advertised in the local newspaper for the attention and participation of other members of the public.

According to the Ministry of Finance sources, the process for the availability of funds to address the contract was addressed by the President, Dr. Ernest Bai Koroma when he signed a warrant granting permission for funds to be made available. Although, the process requires parliamentary approval for the utilization of the 2008 budget, however, sources say the Majority Leader of Parliament, Hon. Eddie Turay is out of the country and Minority Leader, Mr Momoh Pujeh was in the provinces at the time the warrant was signed by the President.

The speed the process undertook sent wild signals to employees at the Ministry of Finance who interpreted it as the “President Interest” for those at NASSIT, it was very easy for them to read it in the behaviour of Ramatu Kamara that she has “Hit a Jackpot”

With the zero tolerance for corruption song of this baby APC government, it is not known how far members of the party would propagate this chorus.

Whether or not President Koroma is unable to adopt a positive decision regarding the Le 9.6 Billion “Permit-gate” unearthed by Chief Caulker, Ibrahim Sesay investigation committee, that was collaborated be the Customs and Excise Committee headed by Lawyer Frank Kargbo, is still unclear. The talk around town that some heavily connected APC fans are using their ties with the Presidency to frustrate every possible effort by the Ministry of Finance to shelve the matter seems to be taking a firm grip in the minds of the public. But what appears to be piecing the minds of the public who should be the beneficiary of this money is that few people have formed what could be seen as a cabal to exploit and embarrass the Presidency at the expense of the public.

Prominent among members of the group is Ibrahim Kamara alias “Osoyah” Sadly; President Koroma is aufait with the operations of this group and the unpalatable activities of Ibrahim Kamara (more on this mafia kinpin next issue). Probably, because of regional and friendly relationships he continues to pamper this individual and uplift the group making it to become more powerful than the presidential office, no doubt members of this group have criminally and cleverly transformed their operations into concrete and tangible entity located at Pademba Road, the residence of ex-president Joseph Saidu Momoh. The principles and guidelines of operation are that every Minister and potential appointee must visit and pay homage to this office and its membership prior to any confirmation from the President.

It may appear sad and unfortunate, but that is the bare truth and their current focus is how to get the President to put aside the Le9.6 Billion “Permit-gate” due the state of Sierra Leone and in return they receive a kickback in the sum of Five Hundred Million Leones. That is why, efforts were reportedly made to thwart the decision of the Finance Minister when he suggested stringent action be taken against the perpetuators of this fraudulent activity.

To most people including this writer, the name Ibrahim Kamara is not strange with fishy dealings in the country. The old man, Alhaji Sesay can still recall that name and the negative impact it caused on him some years when he entrusted his business activities to him. Apart from Alhaji Sesay, the Thorlu Bangura family would never be comfortable with that name until the end of the world. With a Five Hundred Million Leones kickback to shelve the Le 9.6 Billion, Ibrahim Kamara would replenish his account, in addition to what he collected from some candidates for the position of NRA and the Four Hundred Million contract awarded to his company for fencing the Makeni Presidential Lodge.

This is not time for groping in the political darkness, but a time for money making for the likes of Ibrahim Kamara and others closed to the Presidency and the seat of governance of the current nation-state of Sierra Leone to which all of us belong irrespective of tribe, race, origin or political affiliation.

As if the undertakings of this group are not enough to call or jog the memory of President Ernest Koroma about this individual to keep his distance or tell the group that their activities are keenly monitored by some patriotic journalists in the country. Perhaps if this group wants to help the Presidency, it should be prepared to identify people like Kona Koroma who was the principal spender and campaign guru of the other side, she is now enjoying what she did not labour for because of her relationship with the group. True, she is a Sierra Leonean and entitled to the goods of the nation-state of the country, but how long can she continue to enjoy the labour of others when she was on the other side?

Perhaps, Ibrahim Kamara alias Osoyah, the Master Fix it” can give justification for the recent maneuvering exhibited by this lady, who always try to fit herself in every regime, be it military or civilian.(NPRC,AFRC, SLPP and APC)

The focus, however of this piece is about the Le9.6 Billion that the country is about to loose as a result of greed, selfishness and desperation to get rich at the expense of the nation, simply because the APC is in power or the group powerful contact with the Presidency. What should be made clear to Osoyah and others who are expecting to bag Five Hundred Million Leones for just confusing the President and stop him from taking action in the interest of the state is that the money if paid by the importers could be used to pay salaries and settle other pressing state issues that would unavoidably contribute to national development.

If the move by this group succeeds, it will open a floodgate at the Queen Elizabeth Quay11 for more Permit-gates to take place, while the financial benefit goes to these individuals who have now entertained the notion that both the Presidency and the APC belong to them, especially so when they are Northerners. President Koroma is not only the first gentleman of the North, but also of the East, South and the West, holistically for the entire country. Therefore, if these individuals are parading the streets of Freetown with the assumption and crude notion that they have the power, connection and contact to undo plans that would benefit the state, they may succeed; but not at all times. It would be in their interest to take the greatest caution and avoid making utterances that may not augur well for the development aspiration of the people and the state.

In one of his political pronouncements prior to the Presidential and Parliamentary elections, President Koroma promised the people of this nation that if he wins the election he would run the country like a business, but would not explain in which context.

Barley five months in office, the unexplained business theory is beginning to become clear to the people of Sierra Leone as to how President Koroma will run the country with the engagement of seventeen presidential advisers at State House with a salary of Le3.2 Million each, excluding other benefits.

The seventeen advisers range from political, social, economic to customs and excise. Sadly, some of them, according to State House sources lacked substance and the required capacity for the job. The qualification, the source explained; is based on regional and ethnical considerations “What kind of advise can seventeen people give to a president” One of the them asked.

It will be on record that the APC government of President Ernest Koroma has the largest number of advisers in the history of Sierra Leone. “This is the business approach of the President” A State House employee remarked.

In a related development, the newly appointed Secretary to the President, Mr. Sanpha Koroma is demanding a new vehicle for his office. According to sources, Mr. Koroma has already rejected the vehicle that was utilized by his predecessor, Mr. Sheka Mansaray for no justifiable reason.

FREETOWN (AFP) — Four people have been killed and four police officers injured in political clashes involving two villages north of the Sierra Leone capital, media reports said Wednesday.

Rampaging villagers from Konikay and Rokel had attacked each other with machetes on Monday, and several houses were torched, the reports said.

A police convoy which responded to the emergency call was also attacked, and four policemen were injured by flying objects.

The clashes appeared to stem from the rivalry between supporters of the main opposition Sierra Leone People's Party (SLPP) and the ruling All People's Congress (APC).

The two villages have been locked in a fierce political dispute for the past eight years. It intensified after elections last year won by the then opposition APC.

"Since then, both parties have been at loggerheads," a tribal chief told AFP in a telephone interview.

Another local chief, Bai Kama Nthenkie, said that "the clash on Monday was so intense that I had to call in the police to put the area under control."

"It is now quiet with a demarcated no-go area, but tension remains high and the police are patrolling the area," he said.

Sierra Leone, a former British colony, has yet to recover from a civil war in which more than 120,000 people were killed and thousands of civilians were injured or deliberately mutilated by rebels in a bloody conflict.

The Sierra Leone People's Party, the main political opposition in the west African country, threatened Wednesday to boycott local elections in June unless the electoral commission is replaced.

"The National Electoral Commission should be dissolved forthwith and new commissioners appointed. Failure to this, the party will consider boycotting the local government elections," SLPP Secretary General Jacob Saffa told AFP.

The onetime ruling party holds the commission responsible for "improper conduct" of the presidential and parliamentary elections in August and September 2007, won by Ernest Koroma and his All People's Party, Saffa said.

In a letter to President Koroma, made available to AFP, the SLPP asked that the 15-nation Economic Community of West African States (ECOWAS) "should take the lead role in providing technical assistance and supervising the process leading to the local government elections".

It denounced intimidation, harassment, beatings and the dismissal of SLPP members working in public service during the last year in Sierra Leone, a nation still emerging from one of Africa's most brutal civil wars, between 1991 and 2001.

"ECOWAS should carry out a procedural and systematic audit of the 2007 elections," the SLPP also urged.

In support of professional leadership style, and leading by example, the Defense Minister of the Republic of Sierra Leone was shown BY AWARENESS TIMES dressed in what appears to be in full military gear, although it was mis-interpreted by a writer as a show of military force in civil society. Yes, the Defense Minister is a Political-Civilian apointee by the President, but he also structures the fundamental policies that govern military operation. The Tactical planning, Operational Planning, and the Strategic Planning are the three convincing categories that must be properly implemented by the Minister and his field Commanders. Calling your Defense Minister a Combat-Clad when you are not preview to the classified operational or tactical planning agenda is a mistake, and at worst ludicrous.
We need political and tactical commanders who will continue to enforce our value of military readiness in a country that is symptomatic of problems, and a horn that is showing sign of regional threat. When we begin to make comment that has no strategic bearing, and from a suspected civilian perspective that is loaded with political grudges, we are simply compromising our security, and nothing else.
We need commanders with electrified potential and ability to enforce psychological deterrence to possible threat, and are visioned to placing Sierra Leone on the path of lasting peace. If this results in the reduction of civil liberties, we must also embrace.
I agree with the writer that Heads of respective Agencies or ministries must uphold to the highest moral and ethical standards. A drunken military officer in uniform, or being engaged in unethical behavior while in uniform have no place in civilized society, and I urge that we all work together to produce professional working environment in Sierra Leone.

The Director of Police Media, Inspector Samura, has confirmed to Sierra Express that Idrissa Hamid Kamara, aka Leather Boot, and thirteen others have been recruited into a special training on VIP security guard know-how to guard the president, his Excellency Ernest Bai Koroma, and his Vice President Sam Sumna.

According to Samura, the thirteen men and six police officers have completed special training as protection officers for close protection to the president. He said they have been appointed on oath as police officers for which files have been opened for each of them. He added that, among the twenty (20) officers, six (6) police personnel from general duty, as close protection bodyguards were selected.

Inspector Samura said from the 14 January the group of twenty will be trained further in Morocco.

The selection of these sons of Sierra Leone to serve as VIP Guards is a step in the right direction that the government of Ernest Koroma is patriotic and nationalistic. Unlike the "booted' government of the SLPP under President kabbah which marginalized Sierra Leoneans and even employed foreign natioanls to guard kabbah and butcher citizens. The treachery of kabbah and the SLPP to marginalized SLAF by employing Kamarjohs to demoralized a national army created ripples that blinded them to losing power and even sending Hinga Norman to death. Accountability for past evil is unfolding gradually for the SLPP government as an institution in the United States is dedicating and commemorating the anniversary of Kula Samba one of the victims of Kabbah and the SLPP reign of terror in Sierra Leone. The next step is to create a commission of enquiry as to the validity and legality of the hasty murders without due process of law.

Approximately six months ago, journalist Philip Neville of the Standard Times was waxing every story about Ernest Koroma and the APC with greasy obviousness. The propaganda at that time was that Ernest Koroma could do no wrong. The SLPP was corrupt and should pave way for a progressive system of government represented by the APC.

The political alliances that sprang up as a prelude to the last general elections saw the Western Area as cozy partners with the Northern Province against the Southern and Eastern provinces. Neville and other Western Area APC stalwarts had hoped that a partnership based on equality and fairness with Northerners would finally flush out Southeasterners from every corner of government thereby paving the way for the creation of a hyper partisan and duo-regional system of government in Sierra Leone. But beyond Neville’s political hallucinations lay a sinister plot that had been carefully hatched by Korthor O’bai Ernest and his Northern cronies.

Approximately a month after the controversial proclamation of Obai Ernest as president and after carefully combing Sierra Leone and the diaspora, the new chief executive instituted a cabinet that made it unnecessary for deliberations to be performed in English or Creole as almost every member was either fluent in Themne or Limba or both. Neville still did not see any reason to complain as he thought that there were other lucrative positions that could go to members of his ethnic group as rewards for loyalty to the APC.

Unfortunatelely for Kothor Neville and other hopers, Northernization has now taken a life of its own. The manifestation of this lies in the disturbing statistics that show that almost every senior government functionary both in Sierra Leone and in our embassies abroad hails from the North. In the perplexity of this cruel turn of events, and buoyed especially by recent mass firings of Mendes from government positions, even Korthor Charles Margai, that erudite Mendeman who made Obai Ernest king on the proclamation that tribalism will forever be crushed in Sierra Leonean politics was visibly confused at a recent PMDC meeting in Freetown as he begged angry followers ‘to take it easy’ when they stormed him with demands of an explanation of the PMDC alliance with the APC. This cryptic turn of events has even taken on a more laughable character with rumors making the rounds that Margai, in response to the prevailing political situation, has been in secret negotiations for a return to the SLPP as the 2012 presidential candidate.

Based on his outbursts in articles recently carried by his paper, Korthor Neville is swinging now at a system that he helped create because according to him, a few job-seekers from his own ethnic group, have been rejected at interviews for lucrative positions because they do not meet the ethnic or regional criteria. This development on Neville’s part sounds a little bit surprising given the strong alliance he had with the president just a few months ago. Allies are expected to stick together in thick and in thin. Neville has often told us that the president should be trusted because he is a man of his words. Obai Ernest promised to rule Sierra Leone like his idol Siaka Stevens and he is doing everything possible to look like Stevens. Like Stevens before him, Obai Ernest inherited an economy with a 7% growth rate and already things are spiraling out of control as prices of basic necessities continue to soar unabated. Stevens had the dreaded Cuban-trained SSD paramilitary as his personal bodyguards and as a counterbalance to the military. Obai Ernest on the other hand, has trust in the RUF and reports on the ground intimate that former RUF ex-combatants under the leadership of the dreaded Leatherboot will go for further training to form the core of the president’s security apparatus. Perhaps even more important is the fact that Siaka Stevens’ look-alike promised Freetown 24-hour electricity, went to KingTom power station and turned the switch on. Today the streets of Freetown are more illuminating than any city in America.

I specifically questioned the motives of Sama Banya for trying to inflict a persecution complex on Kailahun by lyingly claiming that the district was disenfranchised, as a result of the NEC cancelling some polling stations. Dr Banya conveniently failed to mention that there was ballot overstuffing and other election chicanery by SLPP operatives in that district. He cynically failed to mention that votes were cancelled in other polling stations in the North, South, East and West. I hate to say it Bro, but Dr Banya's action smells of tribalism. If it quacks like a duck and waddles like a duck, then let's just call the damned thing a duck!

As for Sylvia, look wetin de baby dae write all de tem and tell me she is not promoting tribal resentment in the country. She has been attacking every action by the APC as anti-Southeastern. She is not a journalist; she is a biased SLPP patrtisan who has decided that pumping up tribal hostility is a legitimate Machiavellian tactic.
She has a right to write her garbage on her paper but we too have a right to slap that garbage right back at her and anything else that she belches.

It is our collective responsibility to keep the govt honest by criticizing them when they do wrong. I am on record as having criticized the APC govt on some issues myself, but this open hostility and relentless propaganda, with its tribalistic connotation, by Sylvia and Co, is something else.

By the way, I will never call another forumite a tribalist. Not my style. We all have different ideas but I am sure that we all love Salone dearly. cronies. Northernization may be compared to Affirmative Action; a temporary remedy that would end once
there is a "level playing field" for all Sierra Leoneans.

The following is an extract of the 29 paged Legal Statement of Claim submitted last week against Dr. Christiana Thorpe and the National Elections Office by Lawyer Bubuakei Jabbi on behalf of the opposition Sierra Leone People's Party (SLPP).

D. SURREPTITIOUS STRATEGIES

In view of the clear emphasis on transparency, impartiality, procedural fairplay and the bona fide performance of duties under the Act, as enshrined in its key mandatory provisions itemised in Section C above, among others, it would be instructive to outline a few surreptitious strategies some of which seem to have been actually set in motion, perpetrated, orchestrated, endorsed and/or otherwise encouraged by the 1st and/or 2nd Defendants/Respondents herein or in others of which one or other or both of them may have got implicated even if merely by knowingly ignoring, condoning or enduring it.

(i). Amending Section 66

The first surreptitious strategy, seemingly somewhat more remote than others to be mentioned herein, consists in the sequence of amendments to section 66 of the Electoral Laws Act since its first enactment in 2002. It would be best to set out the successive enactments here, each of the two amendments being by way of “repeal and replacement” of the whole section.

(a) As Originally Enacted on 6th February 2002

“66. Every ballot paper shall be attached to a counterfoil which shall have a number printed thereon, but there shall be no numbers printed on any ballot paper.”

(b) As Amended on 21st March 2002

“66. Every ballot paper shall have a number printed thereon and shall be attached to a counterfoil bearing the same number as is printed on the ballot paper” (Emphasis added).

(c) As Amended on 23rd July 2007

“66. Every ballot paper shall be attached to a counterfoil which shall have a number printed thereon, but there shall be no number printed on any ballot paper.” (NB: Only gazetted on 6th September 2007 in Supplement to the Sierra

Leone Gazette, vol. 138, No. 45).

37. It is clear that the amendment of 21st March 2002 was seeking to close a major loophole in the provision of materials for the 2002 parliamentary and presidential elections, to wit, the lack of an essential identity connection between the ballot paper that would be given out to a voter and the counterfoil thereof to be retained for possible verification purposes. For where every ballot paper has printed on it an identifying serial number that is also printed on its corresponding counterfoil, it becomes easy to control and record the genuine ballot papers assigned to a polling station and therefore to also detect any fake or additional ballot papers that are used in any particular polling station. Whereas if only the counterfoil carries an identifying serial number but the corresponding ballot paper does not bear that or any such number at all, ballot stuffing and other forms of vote rigging will have been assured of a field day on the day of voting. That is precisely what the belated amendment of 23rd July 2007 succeeded in doing for the 2007 elections slated for only three weeks thereafter. It is believed that this amendment was actually urged by some so-called technical advisers to the Electoral Commission, which in any case must have known of it and ought to have seen through it all as early as the bill stage of the legislative process before actual enactment. If they did not, then NEC and its Chairperson were somewhat remiss in their duty at this stage.

38.The insistent reports in the various NEC Statements to the Media as to “a higher number of votes cast than registered voters” at certain polling stations (Exh. JJS 4 of 11th September 2007) or “the unusual high levels of participation in some polling stations” (Exh. JJS 7 of 13th September 2007) or, worse still, “attempts at ballot stuffing and ballot-box swapping” and “polling station results with turn-outs of over 100%” (Exh. JJS 11 of 17th September 2007) could all have taken root or derived encouragement from the free-for-all situation inherent in the sort of amendment made on 23rd July 2007, which NEC and its Chairperson obviously knowingly encouraged, ignored, condoned or even merely endured from that date till the end of the elections.

(ii). Ballot Materials Intrigues

Various allegations of intrigue in relation to ballot materials were openly made at various stages of the election process, sometimes directed even against United Nations personnel assisting the National Electoral Commission and personnel of the Commission itself, and some of which received police attention. The main ballot materials intrigue allegations were in relation to the so-called “indelible ink” for marking the finger of a person who has voted, the Ballot Validating Stamp (BVS) and printing of excess ballot papers.
(1) Indelible Ink

There were strong allegations right from the first round presidential election that the Commission had resorted to a weak strength of “indelible ink” for actual voting at the elections, whereas a high strength genuine “indelible ink” had been used during the voter registration exercise. This matter was actually raised by journalists during a NEC press briefing on Thursday 6th September 2007, according to a report in Awareness Times of 11th September 2007 (at p.3).

“Awareness Times investigations had clearly shown that within 30 seconds of dipping one’s inked finger in a bottle of Whitex (local bleach), all the ‘indelible ink’ washed off the finger, thus allowing anyone to vote multiple times if they had access to do so.

“It was pointed out that the genuine indelible ink used during the registration exercise had lasted for weeks on voters’ fingers whilst this one used on Elections Day simply washed off within a day or two.

“Dr. Thorpe in responding to the concern raised expressed that there were ‘different strengths’ of indelible ink in the world, ranging from Weak Strength to long Lasting Strength. According to Dr. Thorpe, the one used for the registration exercise was of a stronger strength than the one used one used on Election’s Day because the registration exercise lasted for 40 days whilst (that for) elections was just for one day.

“Dr. Thorpe also made an intriguing statement when she remarked that even she did not know what kind of strength of indelible ink will be used in last Saturday’s elections in Sierra Leone. She informed that she would only know when she went to vote in the morning.”

(2) BVS

The BVS was a device intended to ensure that only genuine ballots were cast by voters, as this stamp was to be impressed upon the back of a ballot paper at the polling station before giving it to a voter to cast it. However, a serious abuse of it was discovered in places, e.g. when a large number of pre-stamped ballot papers already thumb-printed for one of the presidential candidates were caught with no less than a NEC appointed Presiding Officer at Masiaka and the culprit taken to the Makeni police station. Abuses like this led to NEC deciding to order another special set of BVS which, on arrival, were however discovered to have 52 extras more than had been ordered; and there was no explanation how the extras had got into the packs.

(3) Excess Ballot Papers

Although in principle there was need for more ballot papers being printed so as to take care of any wastage, there were allegations that about 80% of such excess were printed and that this was more than was necessary and was prone to abuse; indeed, that the very NEC authorities who procured it might secretly allow large numbers to be dished out for use in the interest of a favoured candidate. This was especially likely where ballot papers were printed in accordance with the 23rd July amendment of section 66 mentioned in paragraph 36 above, whereby a ballot paper was not serially numbered the same as the counterfoil. Ballot stuffing on a massive scale would be an easy way of abuse in such cases.

Such allegations were freely bandied against NEC officials at the elections.

(iii). Skewed Tallying Selectivity

From as far back as 11th September 2007, the second day of run-off results declarations, NEC was openly accused of a strategy of over-selectively tallying more results from polling stations with high scores for the APC presidential candidate whilst tallying results from only low score stations for the SLPP candidate at the run-off presidential election. In its issue of 12th September 2007 (at p. 11), referring to the results declared for the previous two days, the Awareness Times newspaper noted the following:
“The results read out by the National Electoral Commission so far have been misleading in that they are skewed. For example, the results read out that gave the APC those high votes so far in Kailahun were mostly from polling stations where the APC or the PMDC had done extremely well in the first rounds on August 11th 2007.”

The newspaper was even more specific and detailed in its next issue on 13th September 2007 (at p. 7) about the systematic way in which, according to it, NEC was executing this skewed selectivity in tallying the results, viz:

“The APC/PMDC strongholds are being selectively tallied and recorded all over. For lack of space, we will cite just an example. The NEC Tally Centre has mysteriously jumped over a whole ten polling centres encompassing several SLPP strongholds in Kailahun. They tallied up to Station Centre 01029, skipping a few centres in between; but then as soon as they arrived at 01029, they skipped a whole chunk of SLPP strong areas and went on to tally Station 01039. It is noteworthy that Station 01029 was the start of result patterns that showed differences like 1,286 for SLPP to only 23 votes for APC, whilst Station 01039 significantly dropped the difference again to 461 votes versus 216 votes!

“This pattern of selective tallying and recording that mysteriously skips SLPP strongholds is repeated all over the South and East, thus giving the very skewed results that have come in at the 50% threshold. SLPP supporters have been asked to just be patient and wait as NEC eventually tallies all.”

The New Vision newspaper put the same point succinctly in its Commentary column on 5th October 2007 (at p. 4):

“What the NEC did was to hurriedly publicise results from zones often considered as APC strongholds so as to ensure that the party maintains its early lead while neglecting SLPP strongholds.”

And the Democrat newspaper posed a series of pointed rhetorical questions on the matter it its issue of 13th September 2007 in an article entitled “Sabotage at NEC?” at page 12 thereof:

“Why does NEC consistently announce more votes of the opposition in their strongholds even when there is cause to believe that there are sufficient results in from all the regions for an equitable announcement? For instance, why has not the Commission announced most votes from Bo, Kailahun, Kono, Kenema, Pujehun, etc. when these are results from areas no further than most announced constituencies in the North?

“Why does the Commission only announce results in SLPP strongholds where the opposition has made some gains?

“Will this not discourage SLPP supporters now and incite APC supporters later when the true picture of the vote count finally emerges in the belief that they have been cheated of a victory that was never theirs?”

It was indeed widely reported that results had been declared from many more APC strongholds than from SLPP strongholds by the time on 13th September 2007 when 4,687 out of the total of 6,157 polling stations nationwide had been reported on, leaving 1,470 stations still pending, with the scores of the candidates standing at this time at 859,144 for APC and 567,449 for SLPP and a paltry difference of 291,695 between them. At this time, as reported by the Independent Observer newspaper on its front page on 14th September 2007, the pending stations in the APC strongholds in the Northern and Western Regions were only 424 whereas the pending stations in the SLPP strongholds in the Southern and Eastern Regions were 1,046. And so as it thus became due to declare the results of polling stations in several well-reputed SLPP strongholds amounting to over 1,000 polling stations in all, NEC deferred results declarations to 17th September 2007, thereby allowing itself more time to re-check results from the remaining stations and determine its subsequent strategy of declaration of results.

This strategy of skewed selectivity in tallying the results was mainly a public relations propaganda exercise, intended to shape public opinion and expectation in a certain direction so that as the scores of the favoured candidate go higher and higher in the early stages of the declaration of results public expectations of the final result would be accordingly shaped. It is an excellent piece of evidence of bias and unfair presentation of the results. It could even lead to premature conceding of defeat by a naïve opposing candidate or Party. But, of course, if the actual results are called to the end this trend could possibly be reversed, unless of course the determination to let it continue leads to the adoption of yet another reinforcing surreptitious tactic. So long as merely skewed selectivity in the presentation of results remains otherwise unaided and faithful to the actual results certified to the National Returning Officer, it may not in the end succeed in subverting, misrepresenting or mis-presenting the final result; and the truth will ultimately prevail. But, indeed, only “so long as …..”!

(iv). Results Summary Discrepancies

The structure of discrepancies and incompatibilities found in certain sets of Progressive Results Summaries as announced at the press briefings and/or as posted on the NEC official website gave cause for grave concern by the SLPP as early as 13th September 2007, the fourth day of announcement of results for the run-off presidential election (Exh. JJS 6A & 6B of 13th September 2007). And that concern was further aggravated by similar discrepancies in another set of Progressive Results Summaries as posted on the NEC official website on 17th September 2007, the last day of announcing the run-off results (Exh. JJS 10A & 10B of 17th September 2007). Both sets seemed to be barely concealed attempts by NEC or its computer staff on its behalf to manipulate the results.
In a letter to the 1st Defendant/Respondent dated 14th September 2007 (Exh. JJS 8), the SLPP Leader and Presidential Candidate complained about the “variations in material particulars” between the two summaries in Exh. JJS 6A & 6B respectively, and proceeded to detail some examples thereof, Exh. JJS 6A being what the 1st Defendant/Respondent read and handed out at the press conference (the handout) and Exh. JJS 6B being the internet posting (the print-out):
“I give you below a few examples of the variations discovered through the examination of the two official NEC documents:

a) In the progressive result summary you read at the Conference, total valid votes scored by the two candidates as 1,410,582 is in excess of that scored by the candidates. Both candidates are recorded on that summary as having scored 1,409,895; a difference of 687.

b) The scores of the two candidates for Bo District are given for Koroma and Berewa respectively as 38,669 and 71,009, whereas on the same progressive report summary posted on the NEC official website at the same time records scores for Koroma and Berewa respectively as 40,864 and 85,512.

c) Similarly, in Bonthe District, the sum of the scores for the two candidates is 44,620 whereas the valid votes recorded both in the document you read and distributed to Party Agents and what was posted on your website is 43,307. This gives a discrepancy of 687 votes between the two results summary (sic).

d) In the summary you read at the Press Conference, the valid votes for Bo District was given as 109,678 and that posted on the official NEC website was given as 126,376; indicating a discrepancy of 16,698 votes.

“From the above it becomes clear that the compilation of the results through the present computer system at the National Electoral Commission cannot be relied on and, therefore, the integrity of the whole process is seriously in question, having in mind the fact that the outcome of this election is determined by a single vote and the discrepancies above are not only too large to be entertained, but are disadvantageous to me. These discrepancies could not have arisen accidentally.”

The SLPP Leader and Presidential Candidate closed by demanding “prompt action” from NEC “in order to enable us to determine our next course of action.”

The NEC reply to the SLPP Leader in its letter dated 15th September 2007 (Exh. JJS 9) explained the “anomalies” as follows:
“In relation to the announcement of the progressive results on the 13th September, the version of the results read by the National Returning Officer Dr. Christiana Thorpe was a working document presented to her and other members of the Commission in preparation of the press briefing at 6.00 p.m. These figures reflected 75.4% of the results.

“Subsequent to this, however, in its bid to include as many results as possible in the results data base, the tally centre continued to process and input results. This lead (sic) to an increase in the figures reported in the NEC website which was up-dating in real time. The figures which you quote represent 76.1% of the results. As such, the announcement of results presented by the National Returning Officer at the evening press conference, lagged behind those presented electronically on the NEC website.”

This explanation by NEC is unashamedly ludicrous. Firstly, the declaration and websiting of progressive results for the previous three days (Exhs. JJS 1, 2 and 3 of 10th, 11th and 12th September 2007 respectively), even as it may have followed the same procedure, did not however reveal any such discrepancies. But secondly, both Exh. JJS 6A & 6B being marked as having been prepared and websited at “15.00” GMT and the press briefing having to follow three hours later at 6.00 p.m., would the updating “figures reported in the NEC website” between 3.00 and 6.00 p.m. not have been available to be given to the National Returning Officer for her press briefing at 6.00 p.m., even if the briefing was to be delayed slightly to avoid giving the press and the public any sense of such anomaly or discrepancy? Or was it better for the press briefing being held later on to report lower (or even merely different) figures than had already been inputted or updated on the internet before the time of the briefing?
In any case, it will be seen that the NEC reply (Exh. JJS 9) attempted to explain away only the inter-textual or horizontal discrepancies between the two documents, and even then ever so ineptly, but without showing the slightest awareness of the intra-textual, internal or vertical discrepancies inside each of the said documents in its own separate right and respect, let alone explaining or resolving them. With respect to Exh. JJS 6B, for instance, it will be easily seen that the combined total votes for the two candidates in the “Presidential Election by District” Table amount to 1, 426, 593, which ought to be the same as the combined valid votes cast; but in fact this total is shown in the Valid Votes column in the “Summary of Votes by District” Table as 1, 427, 280, thereby showing an upward difference of 687 votes. It is curious that this is the exact difference when another set of internal or intra-textual discrepancies is selected from each of Exh. JJS 6A & 6B, to wit, the total votes for Bonthe District in the “Presidential Election by District” Table as 44, 620, which ought to be the same as the combined valid votes cast for that District; but in fact this Bonthe District total is shown in the Valid Votes column in the “Summary of Votes by District” Table as 45, 307. This difference of 687 votes, floating and swinging so freely but surreptitiously in the various Tables in both Exh. JJS 6A & 6B, did not seem merely coincidental or accidental; it seemed a deliberate ploy by reputed computer “wizardry or witchery” for manipulating voter scores in subsequent results proclamations if it went undetected on this first occurrence. The letter in Exh. JJS 8 may merely have unearthed it too early for any future variations and transformations of it to be conceived.
Meanwhile, a NEC senior staff anonymously interviewed in Awareness Times of 14th September 2007 (at p. 8) gave an explanation for one set of differences between Exh. JJS 6A & 6B, the latter having reportedly been posted on the internet for NEC by a junior UN staff at 3 p.m. before Exh. JJS 6A was read and handed out at the 6 p.m. press conference, which explanation practically endorses the public relations propaganda theory posed in paragraph 39 above for the strategy of skewed selectivity in tallying the results. According to him:
“(The) United Nations own version of 15.00 GMT was the correct version whilst Dr. Christiana Thorpe’s own version read was doctored backwards to strategically remove 43 polling stations from Bo that had been tallied.

“ ‘When Dr. Thorpe removed the votes from those stations (14,503 for Berewa against 2,195 for Koroma), that was why she was able to get a difference of almost 304,000 between Berewa and Koroma. When you look at the correct one released by the United Nations, you see that the difference has significantly dropped to only 291,692’, the NEC staff explained….

“ ‘Listen, if they say Ernest Koroma’s lead has jumped up from 165,000 to over 300,000, the psychological effect on the populace will be more than if Koroma’s lead grew from the hundred thousand range to just the two hundred thousand range. This is not a mistake. They want the populace to stay like this for the next five days believing that Koroma has a massive lead’, our source opined.”

Surely, the explanation that “Dr. Christiana Thorpe’s own version read was doctored backwards to strategically remove 43 polling stations from Bo that had been tallied” (Emphasis added) is a more plausible scenario in the circumstances than NEC’s explanation in Exh. JJS 9.

The likelihood of Exh. JJS 6A & 6B having been some sort of deliberate subterfuge is greatly heightened when we consider Exh. JJS 10A & 10B, successively posted on the internet at 8.00 and 9.30 a.m. respectively on 17th September 2007 before the purportedly final results announcements that day and the very next since that of 13th September 2007.
The discrepancies are most pronounced in Exh. JJS 10A. To begin with the internal or vertical discrepancies: Firstly, whereas the “Tally Progress” Table is headed “National: 5,678 of 5,678 (100%) polling stations reported”, the district by district totals of polling stations recorded add up to 5, 679 by the NEC computing itself. Secondly, when the “Summary of Votes by District” Table is considered, it will be seen that the totals of valid and invalid votes cast district by district as recorded in the “totals” column are wrong in the case of each and every district, giving an overall wrong total of 2,042,601 when it should actually be 1,783, 851. But this wrong overall total is in fact what is recorded in the “Turnout” Table in Exh. JJS 10A, both in the heading and in the total under its vertical column. Was Exh. JJS 10B seeking to amend or correct the internal or vertical discrepancies in Exh. JJS 10A? If so, but since without expressly so indicating, it only ends up with inter-textual or horizontal discrepancies with the earlier document in practically all respects under the respective Tables relating to “Tally Progress”, “Turnout” and “Summary of Votes by District”, with the result that the 5,679 reported polling stations in each document end up with only 1,783,851 voter turnout in the later Exh. JJS 10B as compared with the much higher 2,042,601 turnout in the earlier Exh. JJS 10A, with each district also showing a substantial reduction in turnout only one-and-half hours later by 9.30 a.m. What happened to the 258,750 voters within the ninety minutes or so? Even with at least three days of respite from vote tallying, was NEC still having a problem putting its house in order? And, still more problematically, there is a message tucked away in the left-hand bottom corner of each of Exh. JJS 10A & 10B that “477 stations have been invalidated due to more ballots than registered voters”, without at this stage specifying any further data about any of the said purportedly “invalidated” polling stations. The purported “final” overall run-off result was subsequently announced that morning by way of Exh. JJS 11 in accordance with the statistics as recorded in Exh. JJS 10B, obviously excluding any figures or results from the 477 “invalidated” polling stations which by law ought to have been included in that “final” declaration if it must take place at that time.

(v). No Detailed Final Results on Website

At the declaration of the final run-off results on 17th September 2007, the National Returning Officer stated in her NEC Statement to the Media as follows:
“The general summary of the results, as well as the detailed results, by station and by centre, will be posted on the NEC website: www.necsierraleone.org”

A similar statement to this effect was included in all the NEC Media Statements on 10th , 11th , 12th and 13th September 2007, every time as part of the results declaration for the day, and in those cases even with the qualifier “immediately” which is now missing here. And for all the declarations on 10th to 13th September 2007 inclusive, the promised posting was indeed done on the same day (see, for example, Exhs. JJS1, JJS 2, JJS 5, JJS 6A & 6B). This relatively settled practice was obviously in intended compliance with the provisions in section 38(b) of the Electoral Laws Act 2002 (as amended) to the effect that the National Returning Officer

“shall, after declaring the result of a presidential election …… as soon as possible, cause the result of the election to be published by Government Notice and in such other manner as he may think fit” (Emphasis added)

The National Returning Officer obviously complied with the Government Notice side of the said section 38(b) (see Exh. JJS 12). But if Exh. JJS 10A & 10B should be taken as the said posting for the final declaration on 17th September 2007 “in such other manner as” the National Returning Officer did previously so far “think fit”, then neither of them include any data in respect of the 477 purportedly “invalidated” polling stations. This exclusion of the “invalidated” results was the basis of the SLPP National Secretary-General’s two letters of 30th September and 8th October 2007 in Exhs. JJS13 & 14 respectively, “requesting the final results of the presidential run-off election by polling station” (Exh. JJS 14). It was not until around 28th November 2007 or thereabout that the undated document in Exh. JJS 15 was distributed to members of the press by the Commission at a meeting. (See subsection (vi) below).

(vi). Arrogating and Processing “Invalidation”

51. As far back as 11th September 2007, the second day of the run-off results declarations, NEC considered and “unanimously” took decisions at its meeting of 3.30 p.m. on that day in respect of different “cases of over voting” at polling stations nationwide, especially on “Case 3: voter turnout of over 100%”, as follows:

“Cases of polling stations with high voter turnout of over 100% will warrant immediate invalidation; even if there is no complaint from anyone of the political parties that contested the run-off elections or, incident report from the district office” (Emphasis added).

The NEC Statement to the Media on 13th November 2007 (Exh. JJS 7) again reported on this decision to the effect that

“in cases of voter turn-out exceeding 100%, the station results will be automatically invalidated” (Emphasis added).

And it even took the unusual step of attaching a copy of the minutes of its meeting of 11th September 2007 (Exh. JJS 3) to the day’s Media Statement for public consumption. The actual decision of purported “invalidation” of whole polling stations was reported for the first time at the bottom left-hand corners of the NEC internet postings at 8.00 and 9.30 a.m. on 17th September 2007 (Exh. JJS 10A & 10B) before the press briefing session that morning on the final run-off results.

52. The NEC Statement to the Media for 17th September 2007 (Exh. JJS 11) strenuously harped all over again upon the phenomenon of “invalidation” and NEC’s seemingly agonising decision on it for the purposes of the run-off elections.

“As reported earlier, the Commission noted polling station results with turnout of over 100%. It is impossible for voter turnout in excess of 100% to have taken place without fraud or illegal action. The Commission has been left with no option but to invalidate all results from polling stations reporting over 100% turnout. In all, 477 stations across the country have thus been invalidated, as follows: Kailahun: 90, Kenema:65, Kono:9, Bombali:17, Kambia:8, Koinadugu:12, Port Loko:2, Tonkolili:6, Bo:123, Bonthe:2, Moyamba:24, Pujehun:113, Western Rural:1, and Western Urban:5” (Emphasis added).

One can almost hear the subdued scream of agony and regret that the Commission, if not perhaps the National Returning Officer alone, apparently feels or felt in having to take the decision to “invalidate” the results from the said stations, with the full import and effect thereof not being at all lost upon it or her.

“It is extremely regrettable to have to invalidate even a single polling station, and it is a decision that the NEC did not take lightly. However, the responsibility for the act of invalidation falls on those who are responsible for the malpractices; it is they who should be held accountable for disenfranchising voters, as there were legitimate votes cast in these polling stations…..

“….. Those who cheated have succeeded in doing a disservice to their respective candidates. They also succeeded in disenfranchising fellow Sierra Leoneans. But they did not succeed in tarnishing either the results or the credibility of the process.” (Emphasis added).

NEC even comes close to suggesting a basis and justification, even if not perhaps the legal source, for the act of “invalidation” it embarked upon.

“There is one important element to highlight: international election standards say that the invalidation of votes does not require a repeat of the polling exercise if the act of invalidation does not affect the outcome of the poll. The National Electoral Commission can confirm that in the case of 8 September poll these invalidations have NOT affected the outcome of the election” (Emphasis added).

So NEC took the decision to “invalidate” the results for no less than 477 polling stations with no less than 193,161 registered voters in the full knowledge that it constituted “disenfranchising voters” who, under various provisions of the Constitution of Sierra Leone 1991, have “the right to vote” and are entitled not only to take part in determining the proper “representation of the people” in Parliament but also “to vote in the election” of “the Head of State, the supreme executive authority” for their country who shall have the duty and responsibility to choose and lead a government for Sierra Leone “subject to the approval of Parliament” and the will of the people for five years at a time (see, for example, sections 31, 40(1), 42(2)(a), 56, 64, among others). Surely, for any person, body, authority, organisation or tribunal, whether or not created by statute or otherwise, to have to deprive any appropriate person of such an imponderable set of rights and entitlements would seem to require the clearest possible legal right or authority to do so.
Be that as it may, for present purposes one may need to ask under what legal right, power, remit or authority the National Electoral Commission, being a specific and exclusive creation of statute, considered itself entitled to take such a major and far-reaching decision affecting the civic and constitutional status, rights and entitlements of such a large number of citizens or indeed of any one citizen at all.
Furthermore, in the particular circumstances of the arrangements for the elections, one should also ask who really is to blame if the amount of “over-voting” complained of or indeed any “over-voting” at all actually took place. For one thing, a whole hierarchy of officials manning and controlling polling stations and the election process were appointed by NEC itself, as per sections 35 and 60(2) of the Electoral Laws Act as amended by Act No. 5 of 2002; and sections 67 to 71 inclusive thereof firmly assign the keeping of order and controlling of the individual voter at the polling station to one of these appointees, the Presiding Officer. And each political party contesting the election is also required to appoint two polling agents per station to oversee its interests and for “making representations to the Presiding Officer” and drawing his attention to “irregularities in the procedure at a polling station” (section 62 thereof). With State security personnel also being available to render assistance, it would be a tall order for the unaided individual voter to bypass this apparatus and “over-vote” without detection. So why should he be innocently automatically “disenfranchised” if any “over-voting” nonetheless allegedly takes place? The possibility of even a Presiding Officer causing or knowingly condoning “over-voting” at a polling station under his control should not be underplayed. And, in any case, a system that generates the printing of greatly excessive ballot papers under the amended section 66 cannot just shove off the responsibility for “over-voting”! In fact, with the available evidence of anomalies and discrepancies committed in that system even in merely declaring and publishing results, it is necessary to go behind the figures of alleged “over-voting” in such as Exh. JJS 15 to verify even the sheer factual validity of the figures cited.
For another thing, since the Commission is exclusively a specific creation of statute and also since the results affected by its purported “invalidation” are part of the election whose conduct is entrusted to it by its enabling set of statutes, the declaration, notification and/or publication of the said affected results would obviously have to be in accordance and compliance with at least such provisions under its immediate enabling and governing Acts as sections 37, 38, 78, 84, 85 and 123(1) of the Electoral Laws Act, No. 2 of 2002, as amended, and/or section 11 of the National Electoral Commission Act 2002. And the procedures, time-scales and other processes since adopted in accordance therewith by the Commission itself for declaring and publishing results of the elections, whose conduct is entrusted to it by law, are equally applicable to the results affected by its act of “invalidation”. And then, of course, the actual content of whatever decision or action it may take in respect of reporting on such “invalidation” would also have to be examined and assessed.
For example, as intimated in paragraph 50 hereof, it was not until around 28th November 2007 or thereabout that the undated “Summary Statistics of the Invalidated Stations in the Presidential Run-off Elections September 2007” in Exh. JJS 15 was peddled out in presumed compliance with section 38(b) of the Electoral Laws Act, as amended. But that, obviously, was and is not “as soon as possible” after 17th September 2007 as the section requires. And so, in practice and in real effect, and notwithstanding Exh. JJS 15, it may be said that the full final run-off results was not posted on the NEC website either “as soon as possible” or at all up until now, contrary to established practice and in breach of section 38(b) of the enabling and governing Act.
And when the actual content of the said Exh. JJS 15 is examined, it will be seen that certain discrepancies and irregularities, both of an internal nature and also in relation to prior knowledge or information concerning the run-off election, detract severely from its credibility and integrity. Firstly, its overall block presentation of essential data fails to reveal anything about specific polling stations and the basis for their “invalidation”. Even for a district like Western Area Rural, where only one polling station was purportedly “invalidated”, no further information is disclosed about the specific factors responsible for that. And so when you consider districts with multiple “invalidated” stations, e.g. Bo (123), Pujehun (112), or Kailahun (90), confusion is worse confounded; with such districts one may be forgiven to surmise that perhaps the “over 100% voting” statistics given against each of them may not after all be true of each one of the polling stations alleged to have been so affected.
Also when you look at the overall numbers of polling stations, whether by district or nationally, serious gaping discrepancies are revealed in both categories of the internal or vertical and the external or horizontal discrepancies that have been considered above. A simple obvious internal discrepancy is the transposition of the figures for Kono and Kenema, probably arising from the fact that the two districts are alphabetically transposed as a possible typographical error in Exh. JJS 15, Kenema usually coming before Kono in all previous listings for the 2007 general elections.
Probably far more deliberately, however, it will also be seen that in the cases of at least five districts, the total numbers of polling stations are either reduced or increased by one in each case in Exh. JJS 15, when compared to previously known figures as reported in previous Progressive Result Summaries (even in the Commission-preferred Exh. JJS 6B on 13th September 2007). So Exh. JJS 15 reports the total numbers of polling stations in the five districts as follows: Kailahun: 422 for 423; Kambia: 321 for 322; Koinadugu: 349 for 348; Moyamba: 310 for 309; and Western Area Urban: 995 for 996. Probably equally deliberately, furthermore, it also reports the overall national total of polling stations less by one, i.e. 6,156 for 6,157. All this is suggestive of some deliberate juggling of data or information through the computer. “Garbage in, garbage out”, they say. In the case of the overall national figure, one polling station is also juggled out of the computation. So also is the fact that of the five districts in Exh. JJS 15 with recordings different from the previously known totals, three districts are reduced by one station each (Kailahun, Kambia, Western Area Urban) whereas only two are increased by one station each (Koinadugu, Moyamba). There is an obvious suggestion here of a pattern, design and purpose in this juggling, as is suggested by this consistency of one polling station less at each level of the nation and of the districts put together. In either case, the one polling station that has been juggled out of the computation may contain data that may have contributed to make a whole world of difference to the results in a simple majority contest. And there may be other forms of computer “juggling” or “wizardry” which may have caused other differences in the scores. So that when it is said that if the respective total scores for the two presidential candidates in Exh. JJS 11 and Exh. JJS 15 were added together, the scores would (or would have) come to 979,441 for the APC candidate and 958,715 for the SLPP candidate, making a difference of 20,696, that may only be because other forms of computer “wizardry or witchery” may have juggled appreciable scores out of or into the computation, one way or another; otherwise the final result might have been different. Our main point here, though, is the sheer fact of clearly deliberate discrepancies or irregularities of quite serious import in the NEC presentation in Exh. JJS 15.

(vii). Premature Website Downing

61.It is also reported that either certain essential elections data have been wiped off the NEC Sierra Leone website or that the website as a whole has become dysfunctional for its former purposes just over a couple of months after the run-off election itself. On the contrary, that the NEC Liberia website, for instance, is still functioning for its original purposes well over two years after the last presidential elections were held there. The Awareness Times issues of 4th and 12th December 2007 (at pages 10 and 8 respectively) affirm it with much confidence and appearance of authenticity.

“The official website of the National Electoral Commission of Sierra Leone has melted off cyberspace with all its very important data, including the Data Base of Voter Register, the names of the elections contestants, the polling stations by district and just about every other historical data of record that an Electoral Commission worth its salt or a United Nations Technical Advisory team of credible men and women would want to have made available to the people of Sierra Leone……

“However, as can be shown from the data retrieved from the Internet Registry and published here today, the website’s hosting was not only discontinued but the website domain name of www.necsierraleone.org, which was fully paid for up until June 2008, has been virtually ordered deleted from the records. In fact, what even made it possible for us to retrieve the published data is because the Internet Rules dictate that domain name records be kept for up to 40 days even after the Delete Order has been given.” (page 10 of 4th December 2007 issue).

If this is true, much credence would be given to the suggestion that it has been done to avoid the retrieval of such embarrassing discrepancies and irregularities and seeming subterfuge evidence about the run-off elections held on 8th September 2007. It would be like putting a brave face upon a clearly disorienting reality. “Tek drai yai koba shame”, so goes the krio adage.

RUF was an SLPP outfit as was evident during the rebels who came out in droves to celebrate Kabbah victory in 1996.
To say legitimate soldiers who were forced to take off their uniform by the SLPP belong to RUF, is a blatant lie. Those soldiers defended the Institution of the army!
Get your facts right. Leather Boot was a brave soldier who fought against those who prostituted the country's national army.

State House Thursday ordered the Inspector General of Police to hurriedly recruit some 14 ex-combatants into the police force for onward training as personal bodyguards to the President.

Brima Acha Kamara has denied ever receiving any order from the President to enlist ex-combatants into the force but retorted that: “There is nothing wrong in enlisting ex-combatants. Are they not Sierra Leoneans?”

The police boss has already sworn the ex-combatants, most of them are without professional police training, as members of the Operation Service Division (OSD) on the day the letter was issued him.

The 14 ex-combatants - among them Idrissa Karmara aka Leather Boot, Ibrahim Sesay, Osman Bagura, Sorie Mansaray, Idrissa Ibrahim Sesay and Alimamy Mansaray, are ex-soldiers who later joined forces with the Revolutionary United Front (RUF) and the Armed Forces Revolutionary Council (AFRC) - plus 6 general duty police officers are expected to leave the country today for a two-month training course in Morocco.

Dated Thursday January 10, 2008 the letter was conveyed to the police from the office of the President with the signature of Brigadier Kellie Conteh, head of the Office of National Security.

Meanwhile, director of police media, Inspector Ibrahim Samura has confirmed that the police have directives from State House but noted that the recruits were non-SLP nominees.

“According to the rules, one should be a police officer before one serves as a close protection officer. One cannot be a close protection officer without going through the rudiments and ethics of professional policing,” he said.

“We have absorbed them but they cannot act as protection officers until they undergo various trainings funded by the government,” Samura added.

These said enlistments seemed to have caused some problems within the rank and file of the police force. A police officer, who preferred anonymity, asked whether the president has lost confidence in the force.

A trader, Mohamed Thoronka said indeed the police are not trustworthy. “For instance, imagine Inspector General of Police, Brima Acha Kamara could change immediately after the elections,” he jeered.

Another Freetown resident Sally Boima said the action by the president was wrong.

Can serious objectively minded forumites help me to analyse the connection between ernest koroma and the RUF?

Are we yet seeing the truth about the RUF formation unfolding here. Did history have so much from us hide. Is this a new down on Sierra Leone, further throwing lights on the behind-the-scenes core members of the RUF?

The activities of the RUF, must be recounted for the dark periods of Sierra Leone. The lerned President's trust in the Ex RUF opens a big question. HOW LOYAL CAN THESE MEN BE TO HIM? Where these not part the 250 combatants that went AWOL in the Makeni Garrisson during the active periods of the war? If yes, how did they win the confidence of president Ernest Koroma?

I share the opinion that their loyalty can only be measured by commonality of idealogy. So where is the common idealogy? I am afraid that we all about to prove ourselves wrong in believing that the RUF was about the likes of Goley, Charlse, Sankoh and Mosquito.

Nobody knew how it came about, nor can anyone explain the rational for the twisted and stunning last minute decisions by President Ernest Koroma. But perhaps Isatu Will of the Central Bank whose relative is one of the recent beneficiary of President Koroma’s goodwill to serve as the second gentleman at NASCA, or if she cannot lay bare the fact because of confidential reason, Ramatu Kamara of NASSIT who has not only gone berserk but abandoned her Kaplan University Course because of regime change, not to talk about her IPAM programme that she dropped half way and now she has become an underground contractor with Greenwood of Bathurst Street at the forefront (Details of the NPA contract-next edition).

The people mentioned above serve as data base to explain how one time Central Bank Governor, James Sanpha Koroma was appointed Secretary to the President few days back, this appointment has been widely criticized both by party members including the Vice president and some section of the press and public. Of course it should not be a surprise to people who are aware of the formation of a replica of the “AKUTAY” by this government. Definitely, it would not be the “AKUTAY” established and managed by the E.T.Kamara and others, but would certainly bear some of its characteristics. Just take a glance at the composition of members at State House and the over 70% of men and women appointed by President Koroma in his so-called government of inclusion or unity.

It is an incredible theory, hard to resolve by political scientist about the contextual or lexical interpretation of a government of inclusion or unity. Perhaps for this new regime, the political language and meaning are different from what actually obtains in the contextual sense. A government of unity and inclusion to the NEW APC in the absence of J.S.Momoh and Siaka Steven is to engage all the northerners from Port Loko, Bombali and Tonkolili districts in governance because according to the Minister of Information and Communication, Alhaji Ibrahim Kargbo these people have long been in the political wilderness waiting to be in governance, therefore this is an opportune time for them to serve.

This is not only ridiculous, but a theory devoid of political substance. This is because, it was not only the northern region that voted for the APC under the guise that it would be a government for all and sundry, irrespective of region, tribe and race; but since its inception Abraham Lincoln’s political theory of government of the people for the people and by the people is put into the trash can and the Alhaji Ibrahim Kargbo theory of “waiting to rule” is taking the centre stage which is not only a political deception but a disservice to the nation and deprivation of the right of the people whose mandate to rule was surrendered few months back.

Isatu Will, Ramatu Kamara, “the new power brokers” are hibernating in their corners and remotely controlling the affairs of the state. They should help to resolve the mystery surrounding political appointments that the public is pondering over and come to their aid. In fact, the issue of close friends, buddies and those who bear the greatest sufferings and humiliations during the turbulent period of electioneering leading to the presidential victory is not even a side attraction so far this new face of the APC is concerned.

The criteria/ qualification for engagement in governance is explicit, you must come from the north if not, consideration for any top job, whether NRA, Secretary to the President, Ministerial Appointments, Ambassadorial or even Heads of Parastatals would not be your cup of tea.

Two recent appointments from the Presidential office that has the constitutional right to hire and fire have not gone down well with the general public. But whether it pleases the general masses or not, is not the priority of State House but the pleasure of the initiative of the master who has four years and some months to rule and control the affairs of the state machinery. It may sound scary to imagine that a collapse of the state machinery as a result of unpatriotic decision that border on regional affiliation rather than nationalistic approach.

James Sanpha Koroma is a fine gentleman with vast business acumen, his initiative to the business community in the country stands as a living testimony of his knowledge in business. The Union Trust Bank, the First Discount House, the Home Scheme are all viable examples that the public can point at to his credit, whether he achieved these objectives single handedly or in collaboration with like minds should not descend into the cesspit, but be considered as a major contribution to the economy and national development. Candidly, whatever one may say about this former Banker and Governor, his name to some people is not palatable that one would like to associate with; especially the scandal about the Nir Goauz, alias N R Scipa bank Mafia, his link with Tejan Kabbah that witnessed a pathetic moment at the time when he was the country’s Bank Governor that dragged him to the Anti Corruption Commission where his passport and other traveling documents were impounded, the allegation about how he bankrolled the 2002 elections that gave Tejan Kabbah a second victory and above all, that his chemistry is completely in contrast with most of his friends. An individual who is very possessive and always want to be at the top of things whether suitable or not, as long it happens his own way. But these are some of the qualities of a good administrator, the unfortunate aspect about it is that a good administrator should always listen to the views of others and see how these views can be used for the progress and betterment of the organization. James Sanpha Koroma is now at State House as Secretary to the President, Cabinet rank which means he should be present at Cabinet meetings to discuss the fate of this country.

But how did his appointment come about when Mr. Osho Coker was the man earmarked for the position? The public should not ponder over the twist, Mr. Coker lacks the northern region qualification and beside he is not a Temne, nor is he married to a Temne woman. He knows Bombali, Port Loko and even Tonkolili but his root is not from any of these places, so he should be grateful with the position of Director General of Reform. Take the case of Nat Cole whose wife is from Magburaka, despite his excellent performance at the interview for the position of Commissioner General at the National Revenue Authority, to the admiration of the DFID representative who was present at the time, he was edged out at the nick of time when the Port Loko pressure was mounted on the President that the position should be giving to Alieu Sesay, a native of the district; despite his arrogant behaviour to the President, he was recalled from the Lungi International Airport where he was about to board a flight to Ghana to resume work at WAMI. Alieu Sesay, without any fear or respect for the Presidency, categorically made his position clear that he was not in Sierra Leone for a second position at NRA and that was not what he applied for. Besides, he has three masters degrees despite his immaturity and inexperience, his academic, regional and ethnical qualifications must suffice; and whether or not he contributed to the Presidential victory should not be the criteria. These words of threat, his arrogant behaviour and pressure from people in his region gave him the job and poor Nat Cole was put aside because he failed the regional and ethnical test.

This is not the objective for which the masses of this country, including the youths who formed themselves into vigilante groups and monitored every voting centre for the sake of regime change voted for, it was a combination of different tribes that defied what could have been another disaster to take place in this country, either similar to the Kenya episode or slightly different.

It would be recalled that the media, civil society groups and human rights organizations condemned the SLPP Tejan Kabbah administration for similar political practice that earned the country last position in the Human Development Index every successive year. The questions is, are we heading as a nation for the same position under President Ernest Koroma’s administration or is it as a result of destiny that our fate is determined this way? If it is not TEGLOMA it would be AKUTAY or something similar to it. We have offered so many prayers before and after the election and even now, prayers are being offered for this nation in mosques and churches all over the country, but the state of affairs has remained pathetic. The President is now trapped in the Port Loko, Bombali and Tonkolili districts with some power thirsty people around him and very soon State House would be like the J.S.Momoh era with all major state activities organized at the Northern Province. Christmas celebration with millions of Leones spent in Bombali, another done this past weekend tagged “Retreat” at the Bumbuna Hydro Dam site. We shall soon hear of another activity prior to the Easter Celebration. As the nation waits the announcement of another activity in the North, all ears are screwed to the ground and eyes widely opened to know who next is going to be sacked and replaced by a northerner. Those who may be close to Isatu Will and others should begin to find out from them. Trust me, my patriotic Readers; you will be appraised through this medium on every further development.

It is absolute nonsense to negatively comment on Alieu's appointment. Alieu is a man of principle; any person that knows about his background, humility, and academic achievements, professional experience and social life will vouch for his qualification for the NRA position.

Alieu did not lobby for the NRA position; all he asked for was to be given the opportunity to be considered and interviewed. According to most independent reports, he received the highest recommendation from all the panelists. Yes, he refused the #2 position out of principle; we must commend him for his integrity and consistency. He never applied for the #2 position; for a change someone is asking the new system to be judged by qualification.

EBK was not aware of the offer of the #2 position to Alieu, thanks to God for giving us a president that put the nation first in his judgment. EBK rightly appointed Alieu based on the recommendations of the panelists. Yes, Alieu was on his way to Ghana to resume his WB job when EBK asked him to return to SL; he returned and accepted the position and all the challenges that come with it. He will be a model for the EBK administration. Thanks Mr. President for appointing Alieu Sesay.

To be a Northerner is not a disqualification for any professional position in Sierra Leone. According to Neville, Alieu is qualified for the NRA position, however, the Northernization issue also factored in the decision. This is typical of the PHD syndrome (pull-him-down) that we must fight against for the sake of our beloved Sierra leone.

The same scenario happened with Kabbah and Philip after Kabbah won the elections and dumped the liar from his regular list of invited friends. Philip who used to help Kabbah manufacture lies against decent people in the society could not forgive Kabbah for turning his back on him. When Kabbah gave Sylvia Blyden a National Award for outstanding Journalism, Philip almost went mad that day in the office when he heard. He said he helped Kabbah to spread lies against Sylvia Blyden when Kabbah needed him and now Kabbah has stabbed him in the back by turning Sylvia into a National heroine.

But APC is not SLPP. If Philip tries the games he played against SLPP with the APC, he will learn what is the meaning of that thing behind 6 which made 8 become twist.

When Temnes living elsewhere in Sierra Leone talk about "Doh Wallah," are they referring to their homes in Temne land? Similarly, I have heard Temnes talk about "Doh Pill," another {obvious} reference to home. Is there any difference between "Doh Wallah" and "Doh Pill?"

1) Doh Wallah refers to that swampy, rice-producing region on the other side of the Sierra Leone River.

2) Doh Pill refers to a) South of wherever you are. For example, if you are in Kono and want to get to Koya, you can say Ee ti Koneh Doh Pill, since Koya is south of Kono.
b) It also means going to a low-lying area, example like going to the river or stream.

3) Ee ti Saap Mu....Ar go beat U.

4) Ee Ti Sortis Mu...Ar go beat U tay U wet!

5) Ee Ti Bomis Mu...Ar go beat U tay U poopoo pan U sef!

As you can see, as you go from #3 to #5, the threatened beat-down takes a more humiliating connotation.

P.S. Another especially Fit-yie beat-down threat is:

You and I know that "DON WALLAH" means the coastal areas where rice is being grown,and "DOH WULLAH" means forrest.There is another name for forrest which is "DOH GBOKOR."
"Ee ti saap mu" and "Ee ti torka mu" means the same but they both derive from the different type/region of Temmne.In SAFROKOR which is the PORT LOKO,BOMBALI DISTICTS they uses "Ee ti saap mu" whilst the KONKAY TEMMNES of TONKOLILI DISTRICT uses "Ee ti torka mu"
BTW I am a Freetown Temmne who lived with the KONKAYS and the SAFROKOR TEMMNES.

You gave me an explanation that could only come from a native speaker of the language. Now I know why "Doh Pill," a Temne expression for "downward or downstairs," can also mean South of any direcetion. From an intellectual perspective, some of these expressions have quite a lot in common with the English language. Figuratively speaking, "South" in English language refers to a downward direction, the same meaning "Doh Pill" carries in Temne.

Question: (1) "Doh Wallah," are they referring to their homes in Temne land? Doh Pill,"

Anwser to your first question: Obviously not referring homes but a particular area in the North. And doh phill is referred to as field and not anywhere near home.

Question: (2) "E ti sortis mu" and "E Ti Saap Mu"

Answer: They both means beating you up but the first one is of more degrading nature than the second one as it literarily means I will beat you till you urinate while the other just means I'll beat you and this one is more often used on children rather than grown ups.

1. I have listened to experienced speakers of the Temne language, and the use of certain words and expressions have always left me with a few questions. When Temnes living elsewhere in Sierra Leone talk about "Doh Wallah," are they referring to their homes in Temne land? I realized awareness times was all over the place dehumanizing Ernest Koroma and making mockery of his electricity project after December 20. Sylvia Blyden even chartered a poda poda going round the entire city just to disrepute the President. Speaking to colleagues in Freetown, I have sensed a sense of relief as the situation has been greatly improved.The only people who are still equating the power supply now to the SLPP failed days are the Sylvia BLYDENS and members of JJ Blood'S REFORM GROUP. There is no way in this world that the mayor of Freetown, Mr.W.S. Johnson and the vice-president Sam Sumana will get along because of them were made of the same material.
Both of them hold positions that are taller than their abilities to perform therefore they will surely fail in the discharge of their duties.
They were both wrongfully appointed to their present positions. After the last municipal elections Mr. Johnson was unlawful appointed only because he happens to be a krio and not because he was the most suitable councilor for that office.
According to the APC leadership, only a Krio man must be mayor of the city of Freetown.
Sam Sumana was only appointed V.P. because he gave president Koroma $ 50,000(money he got from diamond leaders in the USA) and not because he was the most suitable APC member for that position.
Because these two men(Johnson and Sam Sumana) do not have what it takes to hold sensitive positions they will always step over their lines and cause big problems for the country.
Mayor Johnson and VP Sam Sumana will always fight each other because they are both square pegs in round holes.

There is no special provision that he or she should have a degree from Fourah Bay College or Njala to become President or Vice President. Let me tell you that the VP and Johnson are not the same materials like you are writing. They can never be the same materials in the demeaning way you think about them.

It is sad to say that when I read your posting, I was quick to discern that you belonged to the other camp. You very cleverly exposed yourself in this particular posting. You belong to that camp which was in power for 11 years; that camp which promised would ensure that the people went to bed fed but did otherwise; you belong to that camp which blamed its failure on inheriting a battered economy; you belong to that camp whose highly placed men and women milked the country of its needed funds it could have used to do big things.

The VP is not a square peg in a round hole; you need to know this.

Youth of the Peoples Movement for Democratic Change (PMDC) are reported to have past Monday 7 January, broken into the party's regional office in Bo carting our properties worth millions of leones, money, food and drinks prepared for a meeting with diasporian members of the party. Speaking to The Exclusive yesterday, the Regional District Chairman of the party, Rev. Momoh Foh said the meeting that was supposed to be held with the diasporians was intended to evaluate the party after the just concluded elections.


This meeting, according to Foh was misconstrued by the youth who he said thought the meeting was intended to restructure the party and to change the leadership."When I went to the office that morning, prior to the said meeting, I discovered that the youths had broken into the offices and carted our properties and money. They were all on the rampage demanding that the diasporians should go and that they want their party leader, Charles Margai to stay," Foh told The Exclusive, adding that he tried to educate them about the purpose of the meeting but that they refused to listen to him.


"They were angry and adamant," he said, adding that he later made a formal report to the police and also informed the leader, Charles Margai who he said informed the Local Unit Commander (LUC), S. K. Foyoh. When The Exclusive contacted the LUC, he refused to comment stating that nobody called him to inform him about the incident adding that he was in Kenema when the incident took place.PMDC members from the diaspora who were in Bo for the meeting that never was were, Dr. Baimba Kamara, Chairman PMDC, USA branch, Dauda Tombo Bangura, PMDC's Ambassador at Large, USA, Moijue Kaikai PMDC executive member UK branch and Silati Dabor, Treasurer USA branch among many others.

Sierra Leone's Defense Minister seems to be stirring up a hornets' nest with his apparent love of military uniforms. When I first read the story in "Awareness Times" about Palor Conteh's instinctive attachment to military uniforms, I was left wondering whether the Defense Minister knows anything about the symbolism that sets him apart from previous military administrators. When the civil war plunged Sierra Leone into total lawlessness, the Sierra Leone Army came under the control of the same soldiers who overthrew the country's political class. Without the scantiest knowledge about the management of public affairs, the ruling soldiers turned the army into a feared, rather than loved, institution.
The point made by "Awareness Times," and apparently misunderstood on Cocorioko, is the simple fact that the revival of constitutional rule is designed to restore civilian control over the affairs of state. No arm of government needs civilian control more than the Sierra Leone Army, the only branch of government with the proven ability to subvert the presidency through the use of force. Palor Conteh's military background makes him suitable for the Defense Ministry, but his status as a civilian teaches the maxim that a loyal army must take orders from its political superiors.
Palor Conteh's duty is to behave in a manner calculated to remind the military that the best form of gallantry can be found in an army without political ambitions. A {civilian} Minister of Defense in a coup-prone country should be a symbolic man, doing everything to kill the army's nostalgia for political power. By being swanky in military uniforms, Palor Conteh is essentially reminding the Sierra Leone Army of the days when soldiers coerced their civilian administrators into acquiescence.

Ceremonial uniforms can be worn on specific occasions, but the sight of a civilian Minister of Defense at his desk, wearing battle fatigues as shown in "Awareness Times," should get the attention of the country's elected president. Palor Conteh must not be allowed to enjoy the status of Defense Minister in a democratically-elected government while trying to gratify himself with appearances reminiscent of military supremacy. There is a lot of professionalism in wearing African clothes to work. A coat and a nice-fitting shirt frilled with a neck tie, can also make Palo Bangura look enviable behind his desk. Sartorial elegance in military uniforms should be discouraged in a country that once suffered under the jackboots of military rule. Once again, I can see why qualified employees should be preferable to readily available tribesmen!

The Mayor is now fighting with Logus Koroma. Although I believe that he is an arrogant man, Mr. mayor is right. Sheku, only members of the APC refuse to believe that president Koroma will always mismatch his words and his actions. Those of us who know president Koroma very well will never listen to whatever he says.
Immediately after"THE SPECIAL CHRISTIAN THORPE ELECTIONS" president Koroma assured the people of Sierra Leone that will he fight corruption at all levels, then he appointed people like Kemoh Sesay and Alpha Kanu, to name a few(men who have clear records of corrupt practices) in his cabinet.
I wonder how president Koroma would be able to reconcile his words and his actions on the issue of corruption in our country.

I don't know about the rest of the other forumites, but from my modest point of view, I strongly believe that James Sanpha Koroma must be super-shrewd to be able to infiltrate the SLPP camp, cleverly make nonsense out of their party intelligence and led them by the nose till they fell into the pit of defeat. In fact, such an admission implicitly exposes an inefficient 'SLPP' election camp. The caucus in the SLPP campaign team must have been full of chicken brains! So this guy is so powerful enough, he was able to ridicule the entire SLPP intelligence! Remarkably clever!

A matured way of handling such a revelation is to investigate thoroughly until the flaws are particularly identified, discretely note down correctional measures to avoid a repeat of same, and inevitably accept that the election defeat was not entirely a one-man-carrying-the-blame thing! There were many factors that may have been responsible for the drubbing of the SLPP in the past elections.

There's another catch to such a self-stabbing revelation. So many other opportunists will be waiting in the caucus of the SLPP to follow the footsteps of James Sanpha Koroma! After all, that's the ideal venue for anyone to transform himself into a James Bond character and easily get away with it! The whole party is full of blokes! In fact, judging by his 'counter-intelligence' evasive tactics, James Sanpha Koroma should be regarded as an asset!

Hay! We all know that Alpha Kanu played a pivotal role in the election victory. So, it's just natural for him to be rewarded with a portfolio. It is also fair for journalist to follow-up on people like him because of his track record. However, some of us still believe that the President is more focused for now on improving on the welfare of the people. I don't think people like Alpha Kanu will be a total reflection of the APC party standards in this point in time! That may not be true in the long term though. But as Africans, we are all parts of the same fabric of our society. We just need to see some fundamental positive steps towards providing the basic amenities. After that, we can afford to forget about the track record of people like Alpha Kanu. After all, we can find tens of his likes in the SLPP. Basically, politicians are just two sides of the same coin!

No matter how you slice it, this president will be commended, at the end of the day, for his anti-corruption bona fides. I believe that he is gonna make significant progress in other areas too. The problems in Sierra Leone are scary but EBK is tackling them one at a time. There will be mistakes, missteps...but at the end, there will be progress in Salone.

Can you now understand EBK's strategy of what is perceived as the northernalisation of political power in Sierra Leone? The SLPP was so mixed up by traitors and opportunists, led by their leader Tejan Kabba, that EBK has learnt an important political lesson from that misguided policy of appeasement.

I do not advocate for the SLPP to rescind it philosophical basis of one people one country, but should, in future, deal with the right types of people in the four coners of Sierra Leone.

What we saw in the past under Tejan Kabba was the party's grass roots base and supporters were wilfully marginalised replaced by benefactors, psycophants and opportunists from the past APC administration who took centre stage in the Tejan Kabba purported SLPP government.

The SLPP was all but an orgainised and coherent party with neither the vision or directions.

Tejan Kabba is not someone who cares, he is a man who put his own personal interest and survival above anything else.

Does it surprise you that Tejan Kabba is today a popular figure in the APC.

Ever bother to check the expiration date on the package of your smoked fish, ogiri, cow kanda, etc? Or is it possible that your neigborhood ethnic grocer don't even follow this FDA regulation? Well, I hate to mess with your appetite but please be very careful with what, where, when, and how you purchase your imported African delicacies.

After my family got sick with food poison, I took it opon myself to investigate several African, Chinese, and Hispanic grocery stores that caters to the African community in my Northern Virginia/Md/DC neighborhoods. Perishables were not tagged with expiration date and grocers cares less about it. One, a Sierra Leonean in a Virginia city,after confronting her boldly told me "Saloneman too get bad hart"

Good thing, however, is that licensed grocers can be forced to follow regulations. The major problem though is with petty traders who sells these food products from home.

Tom, please, be informed that the entire operations of cocorioko newspaper and its forum revolve around the deputy- bank of Sierra Leone governor, Foday Mansaray.
He is the three in one of the cocorioko(chairman of the board, proprietor and chief administrator).
Because, of the sensitive positions he holds in the cocorioko, that was why his moms return from Hajj was put on the front page of the newspaper, even though it was not news worthy.

Before you run your mouth about something, make sure that you get your facts right. COCORIOKO has never resolved around anybody.

We have a heirarchy at COCORIOKO .I am the Proprietor , publisher and Editor-In-Chief .Foday is the Chairman of the Board .We also have senior Editors and Assistant Editors and tecnical team.

No one person controls the newspaper.

If you claim to be a muslim, don't you think performing the Hajj is of supreme consequence ? Why get worked up because Foday's mother's return from Mecca was published ? Shouldn't you be happy for this achievement by Foday's mother ? My only regret is that we were not able to put her picture alongside the article.

I should not have to do this but I decided to do so just to make a point and I strongly believe it will not harm anyone who do not have bad intention.
There has been a lot of debate recently how someone can block his ip without trace. Well I decided to show the basic ways to trace it.

If someone blocks his ip address and is doing bad things on your site. It is easy to trace it. Let say cocorioko is messing up with Dr. Blyden's site. If we want to know. Any way I meant the other way round :)

1. Go to start and Click RUN.

2. In the command prompt type "tracert cocorioko.com"
and press enter. It will trace it for you. Test that.

Take the final IP tracced and go to your URL and type www.IP-Address.com and put the final IP address you traced in the IP Lookup textbox and click the Lookup button.
In the display page click the satelite link to pinpoint the locat1on.

The advance way is a secret that I cannot reveal for security reasons. But let's say the person is anonymous and block his IP like the many monikas here in this forum. Even though I am not the administrator for this forum and have no access in their administrative control, I can still trace IPs.
